Answer: The answer should describe it as an anger-driven panic in response to the shooting of Michael Brown, but in a broader sense, in response to the perceived unfair treatment of African-Americans by the police. The answer should be somewhat critical of the police response. They simply did not have the manpower to effectively isolate the hotspots and keep the crowds from consolidating. The very militaristic response also escalated the protests rather de-escalating them.
