Answers will vary, but one example would be the problem with the proliferation of water bottles. Because they are plastic, they never decompose. To develop an informative speech on this topic, you would simply give information. Even though that information might itself create a sense in the audience that something needed to be done about the problem, unless you took the extra step to tell the audience what they should do about it (perhaps drink tap water in a reusable bottle) or what someone else (perhaps the government) should do about it, it would remain informative. This same topic would also make for a good persuasive speech if you did create a call to action or propose a solution.
