If a lack of addresses is what's driving the deployment, your goal is to simply make the transition as transparent as possible to your users. To be successful, you just need to give your users the same features they have today, with minimal disruption. You may add new features, assuming that doesn't change your budget or deadline. This also allows you the luxury of having a phased approach. For example, you can first roll out IPv6 in a particular region to cope with address scarcity and then do the remaining regions when it's convenient.
