Ans: Varies. The ideas of a terrorist are not the same in each country; this speaks to how every country has its own issues and its own perspectives and rights they are pushing for. This is also true on a global perspective because of international affairs. One group may be fighting for certain rights, participate in protests, and so on, but these acts are considered against the law in certain nation-states. Nation-states are the ones who determine when someone is considered a terrorist or not; which may hold a completely different perspective of citizens. Nelson Mandela was considered a terrorist in South Africa and to the U.S. government but was considered a freedom fighter to many South Africans who were against apartheid.
