What is a rhetorical question?

Rhetorical questions are asked to get listeners thinking about a topic, not because you expect them to answer it. They prod listeners to think about your point and set up an expectation that important information will follow—they expect the speaker to come up with some answers. They can break the monotony of standard declarative sentence patterns. If you use too many rhetorical questions, however, it may sound like you are interviewing yourself.
