Along that same note, as relationships between governments and countries change so can the government or state view be changed regarding a particular group. Nations and governments can use the term terrorism to describe certain types of violent acts committed against them which can lead to a switch in beliefs across a society. This aids in political powers determining who are terrorists and acts as a means to promote national policy agendas.
