Modern riots have complicated causes. According to Stinchcomb, environmental stressors such as regimentation, personal deprivations, limits on freedom, boredom, idleness, brutality, racial conflicts, and gangs can lead to riots. Substandard facilities lead to stress that can lead to riots. Crowded conditions, the depersonalization of surroundings, bad food, and poor plumbing, heating, lighting, or ventilation create stress for inmates subjected to these conditions.
Inappropriate staffing caused by budget cuts, hiring freezes, or just inadequate administration of personnel can lead to a lack of basic services for inmates, improper supervision, and poor security. This creates tension among inmates and between inmates and staff that can lead to riots.
Public apathy and a "get tough" attitude against prisoners can lead to a heavy emphasis on incapacitation and less emphasis on treatment and programming. As inmates internalize this ostracism from society, they can become alienated and this can lead to riots.
