Crisis (0-2 years). The crisis stage begins when a new police chief enters office. It is during this stage that the new chief must confront many challenges, such as clearing up a department's tarnished public image.

Interregnum (3-4 years). During the interregnum stage, the chief has established authority but not a firm grasp on the whole department. What makes this stage unique, then, is that it is characterized by struggles between the new chief and opposing groups that have resisted change during the first two years.

Institutionalization (5-9 years). Chiefs who survive to the institutionalization stage can claim more successes than failures, or they would have been ousted (or would have chosen to leave) at some point during an earlier stage. At this point, many of the chief's new policies and procedures have been implemented, and most resistance has been overcome.

Concretion (10-14 years). Chiefs who make it to this stage are well-known figures not only in the police agency, but in the community. The concretion stage is viewed, in part, as a time for renewing outmoded policies and procedures. Chiefs sometimes refocus their efforts and pursue new agendas.

Demise (15 years and beyond). Chiefs who survive into the demise stage have basically made careers out of administration. Having spent several years moving up through the ranks in one department or another, most chiefs in the demise stage are approaching retirement age.
