What is the First Amendment analysis the court engages in to determine that blocking internet use at public libraries is legal?
What will be an ideal response?
ANSWER: Answers may vary: The court uses the public library analogy to justify the legality of filters. That is, a library chooses to spend its money on certain books and to shelve those books. An internet filter works the same way. Also any patron can ask for the filter to be turned off. If the patron is a juvenile, they must provide a reasonable basis for their request, e.g., research. If the patron is an adult, no reason to have the filter removed is required.
