There is no federal legislation that is a clearly defined Patients' Bill of Rights. While the PPACA provided for additional rights for patients as part of their insurance coverage, and the HIPAA Privacy Rule enacted as part of changes to HIPAA enforced privacy provisions, there is no clearly defined Patients' Bill of Rights at the federal level.
