Why is defining a “quality” education debated?

Defining a “quality” education is debated. Whether to measure “input” or “outcomes” is part of the debate. How many students, qualifications of teachers, expenditures, resources and courses offered are all reasonable ways to tally and evaluate the inputs, among others. Outcome is harder. Debates concerning the goals of education are important in deciding which outputs define quality. Completion rates, test scores, and skills gained are all reasonable measures for strictly academic output. What about values as output, whose values? Should education prepare us for life? If so, what does that mean? These debates are far from settled.
