Evaluation is useful in service delivery efforts that are exceedingly complex. Clients bring complex sets of needs, face economic and social challenges, and come from diverse racial/ethnic backgrounds, often facing a history past discrimination and injustice. They may have also received services from agencies without a good track record. But despite these challenges, clients are often resilient and have personal strengths that allow them to endure and survive. Social service agencies are extremely complex in nature, influenced by political factors. Different individuals often design, implement, fund and evaluate the same services from different vantage points. Evaluation is useful in clarifying programs, staff and agency roles in program delivery, and gaps in services.
