The constitution that provides the current institutional structure of Russian
government was approved in a national referendum on December 12, 1993. The
constitution also created a legislature, called the Federal Assembly, consisting of an
upper house—called the Federation Council, to which two representatives of each of
Russia's regions are sent—and a lower house, called the Duma, which consists of 450
representatives popularly elected for five-year terms.
