Users often start using drugs because they believe the benefits are perceived to outweigh the risks. Dealers also approach their crimes in a rational manner, viewing their activities as businesses. Violent criminals appear to select targets that are vulnerable and defenseless. Victims can also be chosen to reduce the risks of detection or to send a message.
