Minimum-security facilities and/or open institutions are typically designed to serve the needs of farming areas or public transportation works rather than being optimized for the offender’s reform. Inmates may often work on community projects, such as roadside litter cleanup or wilderness conservation. Many minimum-security facilities are small camps located in or near military bases, larger prisons (outside the security perimeter), or other government institutions to provide a convenient supply of convict labor to the institution. Minimum-security facilities include plantation-style prison farms as well as small forestry, forest fire–fighting, and road repair camps, depending on the type of labor that is needed. Minimum-security inmates live in less secure dormitories that are regularly patrolled by correctional officers. These facilities typically have communal showers, toilets, and sinks. A minimum-security facility generally has a single fence that is watched, but not patrolled, by armed guards. In very remote and rural areas, there may be no fence at all. The level of staffing assigned tends to be much lighter than at other facilities. The facility is constructed and operated in such a manner that most inmates can access showers, television, and other amenities on their own without oversight of security staff.
