The Report was opposed by shippers who feared it would interfere with imports and trade, and by farmers who feared retaliatory tariffs on farm exports and rising prices on manufactured goods. Southerners opposed favoritism to northern manufacturing; and to Jeffersonians, it appeared to threaten agrarian values.
