Appropriateness is the degree to which a speaker follows the relevant rules, norms, and expectations for specific relationships and situations. An example of a speaker who is not appropriate would be someone who is giving a speech at a funeral to commemorate a loved one and instead he/she uses a very informal style and spends the whole presentation sharing embarrassing stories and talking about how worthless the deceased is.
What would be more appropriate is having a degree of formality when speaking at a funeral. Formality can be achieved by dressing appropriately (suit or nice dress), using more formal language (no slang or jargon), and speaking with clarity using precise language.
