(a) IDEA 1990/PL 101-476: Transition Services: "a coordinated set of activities for a student, designed with an outcome-oriented process, which promotes movement from school to post-school activities, including post-secondary education, vocational training, integrated employment (including supported employment), continuing and adult education, adult services, independent living, and community participation. The coordinated set of activities shall be based upon the individual student's needs, taking into account the student's preferences and interests, and shall include: instruction, community experiences, the development of employment and other post-school adult living objectives, and when appropriate, acquisition."

IDEA (1997)/PL 105-17 integrates transition planning within the process of educational planning starting at age 14 years. For all students who qualify for special education, the law requires a statement of transition needs beginning at age 14 years and updated annually. A statement of needed transition services is required beginning at age 16 years.

IDEIA (2004)/PL 108-446 reaffirmed the mandate for conducting transitional assessment and developing transition plans to assist students in planning for life after high school.
