For example, the paucity of jobs and high rates of unemployment in inner cities are the result of economic and political forces beyond the control not only of the minority communities but also of local and state governments. This is not something caused by individuals, but rather embedded social structures. It will take significant time and action to change this as it has become institutionalized.
