way that is agreed upon by participants. People must agree on why the structural strain
exists and what should be done about it. If they decide collective action will not solve the
problem, a movement won’t emerge. If they decide collective action is the best way to
approach the strain, a movement emerges.
3. Structural conduciveness: A societal structure must be conducive, or open, to collective
behavior. Other ways of handling the strain either do not exist or have not been successful.
4. Precipitating factors: Precipitating factors refer to specific events that ignite collective
action. Certain events may confirm or justify certain beliefs, they may initiate or
exaggerate conditions of strain, or they may redefine the conditions of conduciveness.
5. Mobilization for action: Leaders must come to the fore to provide structure to the
movement, and participants must organize and network.
6. Social control: The way authorities and agents of social control, such as the police and the
courts, react to social movements affects whether movements will emerge. High levels of
social control and repression often prevent collective behavior. The duration of a social
movement or episode of collective action is also determined by the response of the agents
of social control.
