Flanagan suggested three guiding principles: (1) Scale–regional and national planning is necessary, because there is too much squabblingand too few resourceswithin local jurisdictions. (2) Livability–cities must be appealing and meet human needs, especially the need for community. (3) Social justice–social policy must be evaluated by how it affects people. The poor cannot be displacedand the homeless cannot be neglected in the process of "improving" things.
