Community relations bureaus were an attempt by the police to create a new bureau as part of their organizational structure that was charged with the task of improving race relations by involving in public relations efforts. This effort had little substance and was largely ineffective. Team policing emerged in the 1970s and varied significantly among departments. A core component of team policing was assigning small teams of patrol officers, investigators, and supervisors to neighborhoods on a long-term basis to improve cooperation and facilitate information exchange. The tragic flaw in team policing was that it was difficult to implement, and as a result, had a limited impact.
