Why might a theory Y manager have trouble managing an employee with low competence and low motivation?

Theory Y managers believe in a participatory style of management and generally
have a very positive, optimistic view of their employees. They would likely assume that
all employees are motivated, competent, are interested in taking on new duties, and
generally like hard work. They would be inclined to delegate work and to involve
subordinates in the decision-making process about their own duties. But when faced
with a low-competence employee who tends to avoid hard work or extra tasks, this kind
of managing style could backfire and result in coddling the employee or failing to direct
them to improve their habits. This is not to say a purely authoritarian style is desired, but
a stronger, more directing style might be better.
