Prosecutors confront the additional problem of finding credible witnesses. In trials of police officers, prosecutors typically are forced to rely on the testimony of officers who themselves conspired in the criminal activity and who have agreed to testify in return for a lesser sentence. In other instances, prosecutors may have to rely on the testimony of drug dealers and convicted criminals who have been victimized by police criminality. Prosecutors confronting these challenges understandably may encourage an individual to seek a civil remedy rather than look to the government to initiate a criminal prosecution.
