Why was it necessary to convert from ICD-9 to ICD-10?

The ICD-9 coding system was outdated as it had been in use since 1979. Though codes have been added, amended, and deleted through the years, there was little space remaining to accurately capture new diagnoses, treatments, and procedures. ICD-9 is used for reimbursement purposes, yet it was never intended for that use. Other industrialized nations are using ICD-10 already, and if we do not use the same coding system, we cannot adequately compare healthcare in the United States to that in other countries.
