How did the goal of the Progressive Era reformers differ from the goal of the classical reformers?

After World War I, in the Progressive Era of tort reform, legal commentators were primarily concerned with plaintiffs being adequately compensated. Because at the time the tort system tended to protect defendants' interests, reformers opted for changes in the law that were plaintiff-oriented, such as workers' compensation and strict liability.Classical tort reformers sought the repeal of any rules that were not aimed at deterring potential tortfeasors from engaging in risky behavior. In particular, they sought to eliminate any rules they viewed as being particularly harsh toward defendants.
