The economic factor that is most relevant is the cost of recoverability/recycling versus the cost of raw material extraction and processing. If it is cheaper to extract and process a raw material as a feedstock than to use the recovered/recycled resource, then there will be no real economic demand for recovery and recycling. In terms of technical factors, we must have the know-how and the technology for recovering/recycling substances and materials at commercially viable scales.
