There are several reasons why it is necessary for correctional facilities to control contraband.
These include the need to control the introduction of items that could be used for trading and gambling; the need to control the collecting of junk and accumulation of items that make housekeeping difficult; and the need to identify medications and drugs, and items that could be used as weapons or escape implements. Amassing contraband is an expression of an inmate's power. It can be used in bartering, as currency, to trade favors or show favoritism to more powerful inmates. The loss of contraband is, therefore, the loss of power, so searches and shakedowns are a source of potential conflict between inmates and staff in correctional facilities.
