Explain why the neoclassical school developed, and why it soon fell out of favor.

The neoclassical school developed because societies found it very difficult to mete out the same punishments for the same crimes without considering the circumstances of each offense. Today we refer to this as mitigating and aggravating circumstance, which the classical school did not consider. This school of thought fell out of favor after societies were exposed to Darwin’s ideas of evolution and natural selection.
