Suggest a heuristic that a memory manager might use to determine if main memory has become overcommitted.

What will be an ideal response?

Certainly thrashing of one or more processes is an immediate indication of overcommitment.
Thrashing essentially means that a program is constantly rerequesting pages that
have just been replaced. This can be measured simply by keeping tabs on this “repaging rate.”
Because processes perform little, if any, productive work while the system is thrashing, one
also may suspect thrashing if little processor time is spent executing user applications.
