Some argue that torture can be justified in a "ticking bomb scenario.". In this case it may be necessary to use extreme measures on a subject to extract information from him or her. One legal scholar proposed a "torture warrant" that can be issued by a judge if there is an absolute need to obtain immediate information in order to save lives and there is probable cause that the suspect has such information and is unwilling to reveal it to law enforcement agents.
