What will be an ideal response?


There are two primary obstacles to controlling police discretion by enhancing professional judgment. First, while selecting officers based on characteristics that are deemed favorable may seem like the best approach to controlling discretion, it is not clear what impact officer characteristics actually have on the decision-making process. Second, policing often changes a person’s behavior. Thus, even a department manages to select a candidate with the desired characteristics, over time, the individual may change due to the unique nature of policing.
