• The three major levels are federal, state, and local. Each federal agency empowered by Congress to enforce specific statutes has its own enforcement arm. In addition, tasks deemed especially significant by state legislatures, such as patrol of the highways, have resulted in the creation of specialized law enforcement agencies under state jurisdiction. Local law enforcement agencies are created under county and municipal authority. The multiplicity of agencies, a legacy of federalism, may lead to inter-agency conflict and overlapping or duplicative activities, as well as failure to share information.
