STEGANOGRAPHY — The art of hiding messages within messages, to conceal and transmit terrorist plans, maps, and photographs. When using steganography, the user hides a message, such as a secret terrorist plan, behind a photograph and then transmits or posts it somewhere on the Internet. It is believed that terrorists used this technology to transmit plans to operatives in abroad.
