Whichever issues they select, they should identify at least two possible reforms and evaluate the potential of such reforms for solving (or improving) the identified problem. In assessing efficacy, the best essays will consider both the likelihood of the reform passing and/or being implemented as well as the likelihood of the reform changing practices for the better once implemented.
