Procedural requirements consist of the how and when of the IEP development and it contains all the required information that an IEP must contain (listed in question 1). In short, a procedural requirement are the process and procedures that must be taken.
A substantive requirement is the what of the IEP development. The what means that the IEP is thoughtfully and carefully planned and thought out so much that the student allow for the student to make progress. In the substantive requirements, the progress of the student is monitored and recorded. If the student’s progress is not improving at the rate it should, changes are made.
The Edrew case clarified the substantive standard for IEP’s because it brought this issue to light and it went to multiple different levels of courts. Finally, the court ruled that “To meet its substantive obligation under the IDEA, a school must offer an IEP reasonably calculated to enable a child to make progress appropriate in light of the child’s circumstances” (Endrew F. v. Douglas County School District, 2017, p. 15).
