Victims fail to report crimes, change their stories, or say they don't want to get involved in the investigation or the prosecution because of how they were treated by police. The ability of the police to control crime is largely dependent on reports from victims and witnesses and appropriate police response. Based on research, the vast majority of reported crimes come from calls from victims and witnesses for assistance. The relationship between police and victims/witnesses is one of the most important relationships in the CJ system and is essential to optimum law enforcement (see page 62 in text).
