The time-series designs allow you to establish a baseline that the other designs do not. This allows confidence that the treatment is making the change in behavior, not because of the threats of history, maturation, statistical regression (regression to the mean) or testing. The other designs involve fewer observation periods, so changes in behaviors due to pre-existing trends may look like changes resulting from application of the treatment.
