Each federal crime is classified on the basis of its severity level and is ranked on a
scale of 1–43. Depending on the specific circumstances of the crime and the
defendant’s role in the offense, this value may be increased. Examples of these
enhancements include characteristics about the victim (such as whether the victim was
a government employee or a member of law enforcement), the crime (such as a hate
crime or serious human rights offense), and the offender (mitigating factors and
acceptance of responsibility by the offender).
