Particularly problematic in the Treaty of Versailles was the war guilt clause, which placed the entire blame and imposed harsh reparations on Germany. In addition, the lack of actual conclusions in the war, as a result of distracting features like the Russian Civil War, meant that the war was never really complete in the sense of there being a distinct winner. Germany ended up the loser by default, but the devastation was so severe across Europe that it might be termed a Pyrrhic victory for France and England. However, popular theory holds that Germany was dealt harsh treaty terms particularly because of its calculated battles of attrition designed to inflict the greatest number of casualties on its enemies. The humiliating terms of the treaty also targeted Germany pointedly enough that it served as a rallying point for German revival in the interwar years.
