All the adjoining parts must be installed around it and aligned to it. The center part of the cowl assembly is usually the least likely part of the vehicle to become damaged in a collision. Therefore, assuming the hinges, their mounting surface, and the hood are not damaged, one should install and align it to the upper cowl panel first, especially if it is the type that is welded into place. If the upper cowl filler panel is the removable type, one can take measurements from the lower windshield or other common surfaces to the back edge of the hood to ensure a uniform distance and then mount it to the hinges accordingly, snugging the bolts.
