What if a program does not accept children with ability differences?

What will be an ideal response?

Some private child care programs and private schools feel that it is outside their scope to care for children with ability differences. They may be surprised to learn that they may be held legally responsible if they turn away a child because of a disabling condition. We are each responsible to
ensure that doors are open for children with ability differences.
