Answer: The cultivation, manufacturing, and distribution of illicit drugs is global. Countries previously not involved in illicit drugs are now involved. Drugs are not only organically grown, but recent trends show that hundreds of newly synthesized psychoactive drugs are made in labs, primarily across Asia. As each of these new drugs are discovered, new actions need to be developed to stop the manufacturing and these new drugs need to be added to the prohibited-drug lists. The illicit drug industry has grown, become more agile, dynamic, and mobile. Drug trafficking patterns are in constant flux. All of these changes have negatively impacted drug enforcement authorities from their responsibilities.
