In 1961, the Surgeon General's report on smoking outlined the health risks of tobacco, and restrictions were put into place. Health warnings appeared on cigarette packages beginning with the Federal Cigarette Labeling and Advertising Act of 1965, and in 1967 the Federal Communications Commission (FCC) required television and radio programs that contained cigarette commercials to disclose the health risks of smoking.?
