Clients might want you to create a mobile site for a variety of reasons. Responsive Web design is a relatively new concept, and clients frequently do not want one site that is designed to adapt its display to the user agent. It might be because they are used to the idea of creating a separate mobile experience, or because responsive sites can be slower because all of the CSS for the entire site is downloaded even when only the pared-down mobile version displays. Sometimes clients have a traditional site in place and want to create a separate site to display on mobile (and sometimes tablet) devices. Other times clients believe that users who view the site from a mobile device have different needs than users who view the site from a home computer, and want to create a separate site designed specifically to target mobile users.
Clients often expect a mobile site to have the look and feel of a mobile app. You can create a mobile site from scratch, doing all of the coding and design yourself. Or, you can take advantage of the jQuery Mobile framework to help create the site and then focus your energy on customizing the user experience to create a dynamic site that works with the client's other materials and fulfills the site goals. Because jQuery Mobile sites are targeted specifically to mobile users, they have the look of a mobile app that you might download from an app store.
