In about half the cases, police decide to "counsel and release.". These actions may be informal, but informal handling can have greater consequences than you might expect. For example, police might treat this option like an informal probation system. So, if juveniles who are counseled and released commit further offenses, they will be arrested. Police also use the informal counsel-and-release option as a trade for information about other juveniles. Juveniles who are not counseled and dismissed are either arrested and then released or referred to either a social service agency (diversion) or sent to juvenile court (referral).
