A TAN is a multinational network that (1) must include non-state actors (like individuals acting alone, social movements, or NGOs); (2) may include states, IOs, or transnational corporations (TNCs) as well; (3) is a recurring, cooperative partnership; with (4) differentiated roles among the component parts. Student responses will vary, but should describe an entity that validly meets the preceding criteria for being a TAN, as well as explaining how it meets each of those criteria.
