The term inclusion refers to the integration of children with delays or disabilities into natural settings or general education classrooms. LRE, on the other, is a legal term interpreted to mean that young children with special needs are to be educated in settings as close as possible to a regular or general education classroom. Inclusion is one way of fulfilling the LRE requirement, yet legislation (through IDEA) does not require inclusion in every instance. Inclusion should be based on appropriate needs of a child. The overall goal of LRE (which at times calls for inclusion) is to prevent outright segregation of students with disabilities from their typically developing peers. Finally, inclusion is about placement in particular settings, while LRE is more about a concept of inclusion (where appropriate) rather than a place.
