The deadly siege of the Branch Davidian compound in Waco, Texas, in 1995, coupled with the tragic shooting at Ruby Ridge in 1992, led the Federal Bureau of Investigation to adopt a policy to reduce the risk of death to agents and others who are in danger. One key element of that policy is that deadly force can be used only in the defense of life; more specifically, an agent must believe a suspect poses an imminent danger of death to that agent or another person. Also, it is expected that a verbal warning be given to the suspect to surrender, if such command does not subject the agent to further danger. Another point is that agents may not fire warning shots because doing so might place an unsuspecting civilian in harm's way. Additionally, a weapon may not be fired solely for the purpose of disabling a fleeing suspect vehicle. The use of deadly force involving a moving motor vehicle must not create a danger to the public that would outweigh the benefit of preventing the suspect's escape.
