When PC1 has received all the ACK’s it closes the connection. Now PC2 also closes the connection by sending a FIN to PC1. PC1 sends an ACK to acknowledge this FIN from PC2. PC1 then enters TIME_WAIT stage and waits for 2MSL before closing the connection. PC2 on the other hand closes the connection immediately after receiving the final ACK.
